We use this idiom when we want to say that we are looking at something (such as a magazine or a newspaper) but not reading any one part for very long.

Miki looked through the morning newspaper for over ten minutes before she finally found an article that interested her.

Another version of this idiom is "flip through."

I often flip through a magazine until I see a headline that interests me.
